NBN cuts entry-level broadband prices, nixes differential pricing for video


NBN Co has detailed a price cut for entry-level broadband services that could make it more economical for retail service providers (RSPs) to offer ADSL-equivalent plans.

The company said it planned to shave at least $16.80 off the additional monthly charge levied on entry-level services once an extremely low usage threshold is passed.

NBN Co in June launched an industry consultation on its wholesale broadband pricing, with the company indicating it wanted to encourage the take-up of higher speed services as well as make NBN services more attractive to low-income households.

The company today revealed it had launched a second round of consultation, with NBN Co indicating it would move to quickly cut the wholesale pricing of low-end broadband services.

The company has a complex pricing structure for its entry-level 12Mbps services. A basic service with 150Kbps of included capacity has an effective wholesale price of $22.50. That can be used to serve households that are only interested in voice services or that have very low data needs.

NBN not worth the money it cost to build it, Vocus chief executive says


Consumers are paying the price for government rules designed to protect NBN Co’s monopoly and help ensure it recovers the cost of building its network, Vocus Group chief executive Kevin Russell has argued.

“The real market value of the NBN is far, far less than what it cost to build,” the CEO said today. NBN Co’s decision-making “is driven as a monopoly targeting financial returns, rather than consumer needs and market reality.”

In remarks prepared for the ACCANect conference of the Australian Communications Consumer Action Network, the Vocus CEO said that because NBN Co’s financial targets are based on recovering the network’s build cost, “prices are far higher than would be achievable in a market-led environment.”

The Vocus chief executive took aim at NBN Co both over its prices and its approach to wholesale pricing.

In the ADSL era, the prices charged by Dodo, which is owned by Vocus, consistently trended downwards, he said. “This is in stark contrast to Dodo’s NBN plans, where all we have done is continually put prices up, to cover NBN’s increasing wholesale costs,” the CEO said.

La Trobe and Cisco to collaborate on IoT innovation


A new agreement between La Trobe University and Cisco will see the launch of a Cisco Co-Innovation Centre in Melbourne.

As part of the wide-ranging agreement, focused on the Internet of Things, the university will establish a new position of Cisco Chair of the IoT, and students and educators will have access to Cisco’s Digital Schools Network

La Trobe Uni will be the home to the new Cisco Co-Innovation Centre, joining centres in Curtin University and UNSW (as well as in 10 other nations). The centre will focus on collaboration between researchers and business in areas that may include agriculture technology, smart cities and IoT.

“It is fundamental to the evolving role of a modern university that researchers and teachers work closely with industry to address shared challenges,” said the university’s president and vice-chancellor, Professor John Dewar.

“This is exactly what the new partnership will deliver, and I am delighted that our two institutions, with complementary strengths and interests, have agreed to forge stronger connections for the benefit of our respective communities.”

“By teaming with La Trobe University we’re supporting the development of industry ready skills that are required, today,” said Ken Boal, Cisco’s vice president of Australia and New Zealand.

“The Internet of Things presents new research and innovation opportunities and will transform industries right across the globe. The Chair of IoT combined with the world class co-innovation capability, further our collaborative approach to innovative teaching and learning and open up the door for world leading research.”

The university yesterday revealed that it had signed a “strategic alliance” with NAB that covers R&D, graduate recruitment, and NAB workforce development.

As part of that agreement NAB’s CISO, Nicholas McKenzie, will join the university’s Cybersecurity Executive Advisory Board, and the bank and La Trobe will work on developing short courses for NAB staff.

What we know so far about the unusual Windows 10 1909


Microsoft has acknowledged that this fall’s “feature upgrade” for Windows 10 will be virtually identical to the already-available version 1903 released in May.

“19H1 and 19H2 share the same servicing content. That means they share the same Cumulative Update package,” Dona Sarkar and Brandon LeBlanc, the spokespeople for Microsoft’s Windows Insider beta testing program, wrote last week in a post to their group’s blog.

Sarkar and LeBlanc referenced 19H1 and 19H2 – better known perhaps as 1903 and 1909, respectively, in Microsoft’s four-number labeling format – because their team had just released those builds to the Release Preview ring, where a subgroup of all program participants do a last test of betas.

Although Sarkar and LeBlanc did not explicitly say so – Microsoft rarely puts things plainly – their explanation confirmed that the fall “upgrade,” 1909, will be nothing like previous Windows 10 editions. Instead, it will be a barely changed retread of the spring’s 1903.

That Windows 10 1909 will resemble an old style “service pack” was not news: Last month, Sarkar and LeBlanc touted the refresh’s small number of features and their even smaller import. Both were central to the characterization of 1909 as a service pack, as that format rarely included new features but instead collected past updates. (Microsoft’s last service pack was for Windows 7, issued in early 2011.)

The two went into even greater detail about why Insider delivered two builds, 191H/1903 and 192H/1909, to the Release Preview ring.

“For the small subset of Windows Insiders (the 10%) in Release Preview who were given the option to install 19H2, an enablement package is downloaded from Windows Update that turns on the 19H2 features,” Sarkar and LeBlanc wrote. “This changes the build number for the OS from 19H1 Build 18362 to 19H2 Build 18363. Because they use the same servicing content, the build revision number (the number that comes after the dot) will always match between 19H1 and 19H2. As we continue to test our servicing packages in the Release Preview ring, Insiders on 19H1 and 19H2 will get a single Cumulative Update with the same fixes.”

It’s parsing time

There is worthwhile information in what Sarkar and LeBlanc said in the quotes above. It’s just that it’s buried in terminology no one outside Microsoft’s development team needs to know, surrounded by unnecessary verbiage that few understand or find useful.

Facebook, Microsoft launch contest to detect deepfake videos – Cloud – Networking – Security – Software


Facebook Inc is teaming up with Microsoft Corp , the Partnership on AI coalition and academics from several universities to launch a contest to better detect deepfakes, the company said in a blog post on Thursday.

The social media giant is putting US$10 million into the “Deepfake Detection Challenge,” which aims to spur detection research. As part of the project, Facebook is commissioning researchers to produce realistic deepfakes to create a data set for testing detection tools.

The company said the videos, which will be released in December, will feature paid actors and that no user data would be utilized.

In the run-up to the US presidential election in November 2020, social platforms have been under pressure to tackle the threat of deepfakes, which use artificial intelligence to create hyper-realistic videos where a person appears to say or do something they did not.

While there has not been a well-crafted deepfake video with major political consequences in the United States, the potential for manipulated video to cause turmoil was recently demonstrated by a “cheapfake” clip of House Speaker Nancy Pelosi, manually slowed down to make her speech seem slurred.

In August, the Democratic National Committee demonstrated the threat from deepfake videos by creating one of its own Chairman Tom Perez, to make the audience at hacker convention Def Con think the real Perez had Skyped into the conference.

“They (deepfakes) lower the bar for an adversary that wants to create manipulated media,” said Matt Turek, who runs DARPA’s Media Forensics program.

Some researchers are working on systems to authenticate a video or image at the point of capture through digital watermarking. But the rapid evolution of deepfake technology has created an arms race between deepfake creators and those trying to detect videos.

“It’s a cat-and-mouse game. If I design a detection for deepfakes, I’m giving the attacker a new discriminator to test against,” said Siddharth Garg, an assistant professor of computer engineering at New York University’s Tandon School.

The technology is also growing more accessible for less-skilled creators. Last week, a Chinese app called Zao that allows users to convincingly morph their faces onto movie stars rocketed to the top of the country’s app store, though it also faced a backlash over privacy concerns.

Some online deepfake creators have also been tapping into this market for easy-to-make deepfakes. Machine-learning enthusiasts based in countries from Poland to Japan are making it easier for people to access custom deepfakes.

They are uploading step-by-step YouTube tutorials, charging US$30 for 50 words of an AI-powered Trump voice impersonation and running self-service websites that churn out deepfakes.

The Deepfake Detection Challenge is not the first time that Facebook, which does not currently have a specific policy regarding deepfake videos, has funded academic research into the threat.

House Intelligence Committee Chairman Adam Schiff demanded in July that Facebook, Twitter Inc and Alphabet Inc’s Google , which owns YouTube, share their plans to tackle deepfakes. Facebook said it is spending US$7.5 million on teams at the University of California, Berkeley, the University of Maryland and Cornell University in response to the threat.

One of these teams, run by UC Berkeley Professor Hany Farid, is building “soft biometric models,” which map real politicians’ facial quirks, from Senator Bernie Sanders’ eyebrow jumps to Senator Elizabeth Warren’s head turns, to detect if a new video is fake.

Facebook’s new contest, which builds on its ties with these researchers, will involve academics from Cornell Tech, MIT, University of Oxford, UC Berkeley, University of Maryland, College Park, and University at Albany-SUNY.

In a statement on Thursday, Schiff called the contest a “promising step.”

Facebook launches dating service in United States – Networking – Software


Facebook Inc is launching its dating services in the United States, the social network said on Thursday, sending its shares up 2 percent.

The company said users will be able to integrate their Instagram accounts with Facebook’s dating profile and add Instagram followers to their “Secret Crush” lists. That feature allows users to indicate romantic interest in a friend, without the attraction becoming public. If two friends each tag the other as a crush, Facebook Dating alerts both of the interest.

The service would be optional for Facebook and Instagram users, the company said, adding that dating activity of users will not appear on their profile or news feed.

The service will be available only to users aged 18 and over, who can decide who gets to see their dating profile, Facebook said.

The launch marks a major expansion of Facebook’s dating service, initially rolled out in Colombia, Thailand, Canada, Argentina and Mexico last year.

It also opens the company to further scrutiny of its privacy and safety record, which has caught the attention of regulators around the world after years of scandals over its handling of personal information.

Facebook offers safety guidelines to people who sign up for a Dating profile and notes in the liability section of its terms of service that it does not conduct background checks or sex offender register searches.

“You interact with other users at your own risk,” the terms state.

Fidji Simo, who recently took over leadership of the core Facebook app, said at the company’s annual F8 developer conference in May that the service was expanding into 14 new countries in Asia and Latin America and would be available in the United States by the end of the year.

She also introduced the new Secret Crush feature, which allows users to express romantic interest in nine of their Facebook friends or Instagram followers. Dating profiles are separate from those other services, but use their data to identify Secret Crush matches.

The expansion poses a threat to competitor dating apps, which have long similarly relied on data from connected Facebook accounts to identify possible connections between users.

Facebook, with its 2.1 billion daily active users, dwarfs the scale of those apps. CEO Mark Zuckerberg said in 2018 that 200 million Facebook users listed themselves as single.

Leading competitor Match Group , which operates Tinder, OkCupid, Plenty of Fish and other dating apps in 190 countries, has about 50 million daily users, according to a Refinitiv estimate.

Shares of Match Group were down nearly 6 percent on the news. Match’s parent IAC was down more than 3 percent.

Facebook expects to launch the dating service in Europe by early 2020, in addition to the 20 countries where it is presently available.

China hacked Asian telcos to spy on Uighur travellers – sources – Strategy – Networking – Software – Telco/ISP


Hackers working for the Chinese government have broken into telecoms networks to track Uighur travellers in Central and Southeast Asia, two intelligence officials and two security consultants who investigated the attacks told Reuters.

The hacks are part of a wider cyber-espionage campaign targeting “high-value individuals” such as diplomats and foreign military personnel, the sources said. But China has also prioritised tracking the movements of ethnic Uighurs, a minority mostly Muslim group considered a security threat by Beijing.

China is facing growing international criticism over its treatment of Uighurs in Xinjiang. Members of the group have been subject to mass detentions in what China calls “vocational training” centres and widespread state surveillance.

Beijing’s alleged cyberspace attacks against Uighurs show how it is able to pursue those policies beyond its physical borders.

As part of the campaign, different groups of Chinese hackers have compromised telecoms operators in countries including Turkey, Kazakhstan, India, Thailand and Malaysia, the four sources said.

Those countries are frequently used as transit routes by Uighurs to travel between Xinjiang and Turkey in what human rights activists say is an attempt to escape state persecution.

Beijing has said that such travellers may be going to fight for militant groups in Iraq and Syria, with Chinese officials saying that the measures in Xinjiang are needed to stem the threat of Islamist extremism.

China has repeatedly denied involvement in cyber attacks or any mistreatment of the Uighur people, whose religious and cultural rights Beijing says are fully protected, and the Chinese Foreign Ministry said any hacking allegations need to be supported by evidence.

“We would again like to stress that China is a resolute safeguarder of internet security. We consistently and resolutely oppose and crack down on any forms of internet attacks,” a ministry statement said.

Reuters was not able to identify which specific telecoms operators were compromised. Government officials in India and Thailand declined to comment. Authorities in Malaysia, Kazakhstan and Turkey did not immediately respond to requests for comment.

US cybersecurity company Volexity this week published a report detailing what it said were Chinese efforts to hack the phones and email accounts of Uighurs around the world.

Researchers at Google also said they had discovered a campaign by unknown parties to infect thousands of Apple iPhones, which sources told Forbes and TechCrunch was targeted at the Uighur community.

‘Window into someone’s life’

Telecoms operators have long been targeted by intelligence agencies around the world for the wealth of sensitive user data they hold, such as information on location and contacts.

Western officials say Chinese cyber attacks have in part been driven by concerns that some of the up to 5,000 Uighurs believed to be fighting alongside militant groups in Iraq and Syria may return to carry out attacks in China.

The ability to access telecoms user data has also become an increasingly valuable spying resource as the widespread use of encrypted messaging platforms has made it harder to intercept and monitor communications, said John Hultquist, director of intelligence analysis at US cybersecurity company FireEye.

“A single (telecoms operator) intrusion gives attackers access to a lot more information than they would get going after individuals,” he said.

FireEye said that one of the Chinese hacking groups it monitors had deployed a piece of malware against telecoms operators in Southeast Asia to mine SMS data for messages containing keywords associated with terror attacks, military ranks and names of Chinese politicians.

The Chinese hackers also widely targeted call detail record (CDR) data held by their victims, said Amit Serper, an investigator at US-Israeli cybersecurity company Cybereason, which published a report on the activity this year.

CDR data shows who is sending and receiving calls, as well as the user’s location, giving an attacker what Serper described as “a window into someone’s life”.

Stealing a user’s CDR data “gives you the ability to see who this person is contacting and, most importantly, which cell tower their phone is connecting to all day,” he said.

“So not only can you map someone’s circle of friends, you can map someone’s entire day.”

Customers of Commonwealth Bank of Australia have woken up on Friday to find that a glitch in the Netbank function of its recently relaunched app accidentally prompted multiple payments because of a defective error screen.

Australia’s largest bank on Friday confirmed the incident, saying a small set of users sent multiple payments after they persevered with making another transaction after seeing a screen that told them a payment had not gone through – when in fact it had.

Which is very, very annoying, especially if you end up penniless on the weekend.

The CBA says the bug was quickly isolated and nixed, but it’s understood at least a couple of thousand duplicated transactions went through on Thursday afternoon, the day when many pensions and welfare payments land in customer accounts.

Thursday is also not the best day to make erroneous payments. While CBA’s payments shoot out to other banks in real time, many other institutions still batch process on what’s known as T+2, where amounts sent can take up to two working days to clear.

That’s important when it comes to reversing out errored payments, because the funds usually have to land and clear in a recipient’s account before their bank can run a reversal to send the money back.

Basically the money has to be in one account before it can be returned to another so that things don’t get too muddled.

Problems with looping batched payments can and do go horribly wrong, as demonstrated by NAB who allowed a looped batch error through on its direct facility for RACV payments, running until it drained customer accounts or hit credit card balance limits.

CBA’s issue is not of that severity, but is still a major embarrassment after its big song and dance about the app’s new capabilities.

“We are aware some customers may have encountered issues with payments this morning. We are urgently investigating this and we’re sorry for any inconvenience caused,” the CBA told customers on Thursday.

“Some customers may have tried making multiple payments and our commitment is that no customer will be left out of pocket because of this.”

“We’re aware some customers early this morning may have tried making multiple payments and some of these have already been processed to other banks,” the CBA said in an update late Thursday.

On Friday morning CBA said that “some payments have already been processed to other banks” and asked customers to make contact directly to speed up reversals.

“If you’re still waiting for a payment to be reversed, please contact us on 13 2221 (option 4, option 3, option 0). Our staff will help in contacting the recipient to arrange a reversal,” the CBA’s advisory said.

Of course many customers won’t necessarily know if they’ve made multiple payments until they check their statements or payment summaries – which could make things a little awkward if you’re caught short on a weekend.

That’s not a theoretical consideration either given that CBA has a high number of pensioners and people on full or partial welfare benefits who live on small balances and have little or no savings or access to credit.

The CBA is also putting a little bit of faith – maybe too much when it comes to certain merchants like utilities – in human decency to expedite a fix. It points out that you can ask the payee to send the money back.

“If you know the recipient, they can also send the payment back to you – if you’re registered for PayID this could be a real-time payment.”

That’s a big if.

Slack shares tank after dismal forecast – Hardware – Networking – Security – Software


Shares of workplace messaging company Slack Technologies Inc were set for their worst day since the company made its stock market listing in June, after it flagged slower revenue growth amid intensifying competition.

The business-focused messaging and communications platform, which went public through a direct listing, managed to post a smaller-than-expected loss in its first report as a public company.

But expenses are taking a toll. Slack is trying to become the main source of communication in workplaces and competes with Microsoft Corp’s Teams, which in July had over 13 million daily active users, three million more than Slack.

Credit Suisse analysts expect competition with Microsoft and slower growth in free cash flow to cut the stock’s value to US$25. Slack’s shares were down 13.7 percent at US$26.80 in premarket trading.

Despite the disappointing forecast, the stock suffered only two price target cuts and saw no downgrades.

Analysts at D.A. Davidson said Slack forecasts very conservatively, as is normal for recent software initial public offerings, noting that the guidance was still above their own prior consensus.

“Stepping back, we like Slack for its near-ubiquitous nature, rapid growth, secular tailwinds and large market opportunity and our due diligence is very positive,” D.A. Davidson analysts wrote in a note.
